The Scientific Council (SC) is the collegial governing body of the ASCCA. SC carries out its activities in accordance with the provisions of the Statute of the Academy, orders of the Head of the Academy, and the provisions of the relevant regulations, guided by the legislation of the Republic of Azerbaijan on education, training, scientific, international and administrative activities.

The number of members of SC is determined by the leadership of the Academy and approved by the Chairman of the State Customs Committee, taking into account the number of professors and other categories of employees of the higher education institution.

The Scientific Council is responsible for education, training, international relations, material and technical base, staff training and scientific research; discusses important issues related to the Academy, makes proposals in these areas, resolves crucial issues related to the activities of the Academy.
